HIGHLIGHTS

A motion to recommend approval of the May 13, 2010 minutes was made by Mr. Zern, seconded by Mr. Wynne. Hartford-Aye, Sartor-Abstain, Zern-Aye, Wynne-Aye,
Reitz-Abstain, Adams-Aye, and Casper-Abstain. Motion passed.

A motion to recommend blacktop sidewalks in Cobblestone Crossing Phase III instead of concrete sidewalks with proper lines and signage was made by Mr. Reitz, seconded by Mr. Wynne. Hartford-Aye, Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye, and Casper-Aye. Motion passed.

The Planning Agency agreed to support Berks-Mont Municipal Authority in their application for a H20 Sanitary Sewer & Stormwater Grant in the form of a formal request, George Moser provided the format, the letter is requested for July.

A motion to recommend that the Rt. 100 Corridor Overlay Ordinance be sent to the Board of Supervisors for approval was made by Mr. Wynne, seconded by Mr. Reitz. Hartford-Nay, Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye, and Casper-Aye. Motion passed.

Mr. Reitz presented an update on the Pottstown Regional Planning Commission Meetings.

A motion was made by Mr. Reitz, seconded by Mr. Wynne to adjourn the meeting. Hartford-Aye, Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye, and Casper-Aye. Motion passed.

The meeting of the Douglass Township Planning Agency was called to order at 7:05 P.M.
Members in attendance were: Barbara Hartford, John Sartor, Bill Zern, Tom Wynne, Ed Reitz, Carl Adams, and Anthony Casper. Solicitor Chuck Garner, Hannah Mazzaccaro from MCPC, Bob Campbell, Mike Heydt, and Peter Hiryak. Also in attendance were 18 residents.

Mr. Wynne led the Pledge of Allegiance to the flag and informed the public that tonight’s meeting was being taped in absence of the Secretary.

Mr. Wynne asked if there were any questions or comments on the May 13th, 2010 minutes, no one replied.

A motion to recommend approval of the May 13th, 2010 minutes was made by Mr. Zern, seconded by Mr. Wynne. Hartford-Aye, Sartor-Abstain, Zern-Aye, Wynne-Aye, Reitz-Abstain, Adams-Aye, and Anthony Casper-Abstain. Motion passed.

Subdivisions and Land Developments
Graterford Road Properties, 10 lots on Gilbertsville Rd. – Nothing new to report.

Cobblestone Crossing Phase III – Blacktop Sidewalk instead of concrete. Engineer Bob Campbell gave a brief description of stormwater, snow removal concerns to Phase II & Phase III , the basic opinion is that asphalt would be easier to maintain in the snow, they could just plow it; this sidewalk is a connector to Phase II and Phase III. Mr. Conti has no opinion he is here for the recommendation either way. The Board of Supervisors instructed the decision to go in front of the Planning Agency for their recommendation. The Planning Agency Members concurred that there should be proper lines, line width, and signage in this walking area.

New Business
George Moser, BMMA – Letter of Support for Grant application. Mr. Moser stated that they are applying for a $6,224,180 grant for a H2O Funding Program for grant funds to be used toward the construction of necessary improvements to the sanitary sewer collection system in Douglass Township, Montgomery County, and Colebrookdale Township, Berks County. Basically BMMA is looking for a simple statement that the referenced project was reviewed and the Township/Planning Commission has no conflict with the general goals and objectives of the plan.

A motion to recommend for the Manager to type a support letter from the Planning Agency and the Board of Supervisors for BMMA’s Construction Funding Application to Commonwealth Financing Authority was made by Mr. Wynne, seconded by Mr. Reitz. Hartford-Aye, Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams, and Casper-Aye. Motion passed.

Zoning Hearing
The Zoning Hearing Board granted a permitted use variance for an auto restoration, body repair, and paint shop to be located at 1493 E. Philadelphia Ave in the LC – Limited Commercial Zoning District by Gerald L. & Gina C. Keeler with the following conditions:
1. All storage parts and vehicles must be stored in an enclosed fenced area
during and after business hours.
2. Ventilation must meet EPA standards.
3. Paint booth must meet EPA standards and is to be located in northwest corner of
building.
4. Fence will enclose storage area and must meet specifications set at 6 feet high and
complete privacy.
5. Business hours will be 8:00am to 5:00pm, Monday through Friday.
Mr. Garner asked what is the process for the Planning Agency’s recommendations for the Zoning Hearing Board, the Manager stated that generally the office will generate a recommendation letter for the Planning Agency and forward it to the Zoning Hearing Board Members.

Ordinances
Rt. 100 Corridor Overlay Ordinance. The Planning Agency again reviewed the proposed Rt. 100 Corridor Overlay Ordinance with Solicitor Garner and Hannah Mazzaccaro of the Montgomery County Planning Commission. A lot of discussion involved the proposed Market Street and Zoning upgrades to the existing properties.

A motion to recommend that the Rt. 100 Corridor Overlay Ordinance be forwarded, as it stands, to the Board of Supervisors for approval was made by Mr. Wynne, seconded by Mr. Reitz. Hartford-Nay, Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye, Casper-Aye. Motion passed.

Workshop Items
It was determined that the Main Street Revitalization is the most important item to complete and submit as far as funding is concerned. The members were instructed to bring suggestions to next month’s meeting as to what item to work on next. Mr. Rosen offered to contact the National Home Builders Association and ask for a guest speaker to come to a meeting and give a presentation of some practical buildings constructed in the area, Mr. Wynne replied to either contact the Manager or himself to set that up. Ms. Mazzaccaro stated that the first Thursday of the month there will be meetings in their Norristown office on “Green Building” and the group will be modeling this around Douglass Township, anyone who can attend is invited or Hannah could give an update at each Planning Agency Meeting.

The Pottstown Regional Planning Commission Update was given by Mr. Reitz
Mr. Reitz stated that they now have Renewable Energy Booklets; there is a series of six of them that we should be receiving. One of the things that was stated that seventy-two percent of electric energy consumption is by buildings with thirty-nine percent of our C02 emissions. There will be a model ordinance for solar, wind, and geothermal.

Public Comment
Mr. Reinhart from 111 Jackson Road had concerns about the Zern Property and the possibility of an access road going onto the open space next to his property; he stated that there are already drainage issues in this area. Mr. Wynne stated that if any road will go in that area the drainage issue would have to be addressed prior to any road going in. Mr. Reinhart is opposed to anything over 5 units per acre density and he is also concerned as to what will happen to the property values in this area.
