HIGHLIGHTS

A motion to recommend approval of the June 10, 2010 minutes was made by Mr. Reitz, seconded by Mr. Wynne. Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye. Motion passed.

A motion to recommend that the Rt. 100 Corridor Overlay Ordinance be sent to the Board of Supervisors for approval was made by Mr. Wynne, seconded by Mr. Sartor with the changes proposed by the Montgomery County Planning Commission, and to also move forward with the steps recommended by the MCPC in their review letter. Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye. Motion passed.

Ms. Hartford, who could not attend the meeting, emailed the Township that she was in agreement with MCPC on the Rt. 100 Overlay Ordinance review comments, and that we need to take the steps mentioned, at the end of the review letter, as quickly as possible.

Mr. Reitz presented an update on the Pottstown Regional Planning Commission Meeting.

A motion was made by Mr. Sartor, seconded by Mr. Zern to ask the Board’s approval to have the Engineer, Bob Campbell, attend the next Planning Agency Meeting to provide an update of the mandates involved with Stormwater Management, Act 167, and if we are compliant with these proposed changes. Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, and Adams-Aye. Motion passed.

A motion was made by Mr. Reitz, seconded by Mr. Wynne to adjourn the meeting. Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, Adams-Aye. Motion passed.

The meeting of the Douglass Township Planning Agency was called to order at 7:05 P.M.
Members in attendance were: John Sartor, Bill Zern, Tom Wynne, Ed Reitz, and Carl Adams. Solicitor Chuck Garner, Hannah Mazzaccaro from MCPC, and Mike Heydt. Also in attendance were 10 residents.

Mr. Wynne led the Pledge of Allegiance to the flag.

Mr. Neal Shaw asked if we could observe a moment of silence for those missing in the accident on the Delaware River.

Mr. Wynne asked if there were any questions or comments on the June 10th, 2010 minutes, no one replied.

Ordinances
Rt. 100 Corridor Overlay Ordinance. Hannah Mazaccaro from the Montgomery County Planning Commission went over the review letter from MCPC with proposed changes and recommendations. Mr. Wynne was concerned as far as putting equipment in the park area and that it needs to be referenced as to who is responsible for upkeep. Ms. Mazzaccaro stated that there are options available. The options required would have to go through a public hearing and the Board of Supervisors would have to vote on the options. Mr. Kennedy from the Rosen Group stated that as far as the minimum required open space they are willing to go along with these requirements. Ms. Hartford emailed a statement saying that she agrees with MCPC on the Rt. 100 Overlay Ordinance review comments, and we need to take the steps mentioned at the end of the review letter as quickly as possible. Mr. Sartor made note of some typos, that should be corrected, Ms. Mazzaccaro stated that she would correct them.

Mr. Wynne announced that there was a Revitalization Meeting tonight prior to the Planning Agency Meeting. The next Revitalization Meeting will be August 12th, 2010 at 6:00pm.

The Pottstown Regional Planning Commission Update was given by Mr. Reitz
Mr. Reitz stated that the discussion involved MS4, Stormwater quality and management. Mr. Garner stated that DEP mandated stormwater quality and management and this is determined by what Watershed you belong to. Municipalities are having difficulties funding the heightened requirements. Mr. Reitz said that we belong to the Swamp Creek Watershed and that is in pretty good shape. It was suggested that we might have to extend our Act 167 throughout the whole Township. The deadline is March 2011. Mr. Garner stated that the notice of intent deadline is September 2010. A recommendation was made to have Engineer Bob Campbell look into the mandates and determine if we need to update anything or are we in compliance.

A motion was made by Mr. Sartor, seconded by Mr. Zern to ask the Board’ approval to have the Engineer Bob Campbell attend the next Planning Agency meeting to provide an update of the mandates involved with Stormwater Management, Act 167, and if we are compliant with these proposed changes. Sartor-Aye, Zern-Aye, Wynne-Aye, Reitz-Aye, and Adams-Aye. Motion passed.
